Why DDC Machines Reject Fingerprints


It has been an odd drama at the voters’ registration points all over Nigeria since the exercise started last Saturday.
In most centres registration has been a flop to the extent that many intending voters have to leave the scene frustrated. What prevailed, and still prevails, is that people walk away with a promise to come back and complete the process some other time with hope that the machines would respond.

The long list of those who have experienced disappointment in the bid to register include former President Olusegun Obasanjo, Senate President, David Mark, among others.
The frustration of the machines is palpable in the faces of the registration officials who struggle with their tools over and again to take the data of intending voters.

An Independent National Electoral Commission (INEC) supervisor has given insight into possible factors that could lead the Direct Data Capture (DDC) machines not to recognise or accept a person’s fingerprint. According to him, biodata capture machines that take fingerprints generally are programmed to reject any extraneous mark on the finger and that could be a cut, injury, gloss on the surface, gel or anything that blurs the natural weal marks on the finger.
As a result, the machines reject fingers that fall within the category and makes the recognition impossible as it naturally sees these as out of order with what it is programmed to accept as normal finger or thumbprints.

But to worsen the problem, the INEC official furthered her explanation by way of placating the Nigerians in the queue suffering the registration frustration that there are some other factors why the machines refuse fingerprints and would influence what it accepts as correct data.
Among such revelations from her is that a person intending to register may have problems with the machine if he or she has some health problems or inadequacies. She notified that “the machine normally rejects prints from someone whose blood pressure is higher than normal. It also does not easily take prints from somebody whose blood pressure is below normal. Also, diabetic patients intending to register might have problems with DDC recognition and data print acceptance. So if you belong to any of these categories I have mentioned, you have to be really patient and give the registration officials some time. It would do some good you leave the registration point, go back home and come back at a time you feel you are ok.”

With the almost impossible health conditions that disqualify someone, Daily Sun asked the INEC supervisor if there was much wisdom in the programming of the machine with such shortfalls or wide margin of rejections or selections, especially for the fact that many adult Nigerians fall within the health problem range.
Although she was speechless at the question and could not make any attempt at clearing it, but the points she made was instructive in getting a possible answer to why many people had problems getting registered.

With the economy level of Nigerians and the economic activities, some of the people in the queue wondered in anger how many Nigerians would at last qualify to register. “This is a society where most people struggle to survive doing all manner of odd and injury-prone jobs. So we should ask ourselves how many Nigerians that work in a place there are not exposed to injuries to their hands. I see all these points and reasons for the elimination of Nigerians from registration as a ploy to reduce the number of people that will eventually vote and still create another problem of disenfranchisement”, he fumed.

Jonathan moves to reconcile with Atiku, IBB, other Northern Leaders

President Goodluck Jonathan is putting machineries in place to meet with former Vice president Atiku Abubakar, former president Ibrahim Babangida, top Northern Leaders and all aggrieved members of the Peoples Democratic Party in a bid aimed at cementing a common front for the April general elections.


This is even as he declared that there was no victor and no vanquished at theend of the PDP’s primaries that produced his candidacy as the flag bearer of the party ahead of the presidential elections in April 2011. 

President Jonathan defeated former Vice president Abubakar who was selected by the Northern Political Leaders led by former Finance Minister, Adamu Ciroma at the PDP Presidential primaries recently. The defeat was a big blow to the Northern leaders who are insisting that the North was yet to complete its tenure after the death of President Umaru Musa Yar’Adua based on the zoning agreement in the PDP.
Prominent political leaders from the North led by Mallam Adamu Ciroma, Vice President Atiku Abubakar, former Senate president Iyorchia Ayu, former PDP National Chairman, Audu Ogbeh, Alhaji Bello Kirfi under the umbrella of the Northern Political Leaders Forum, NDLF, had vowed that the North must produce the next President at the April 2011 election. 

Former President Ibrahim Babangida who echoed the group’s position in an interview with pointblanknews.com had warned of a mass exodus of members from the PDP should President Jonathan insist on contesting the presidential election. 

Babangida told Pointblanknews.com that the logical thing to do was to allow the North complete its eight years as agreed by the PDP instead of allowing President Jonathan to foist his ambition on the party.
After the convention, Alhaji Atiku Abubakar, said he is currently consulting with his supporters, associates, stakeholders and others over the presidential primary election of the Peoples Democratic Party (PDP, which he lost in the early hours of yesterday. The former vice president said that after receiving briefing from his agents at the national convention, he would make public his next line of action. 

However, sensing a possible gang-up of Northern politicians against his candidacy and an imminent exodus of PDP members from the North, President Jonathan swiftly began a deft move aimed at reconciling with Northern members of the PDP and few others from the South who are aggrieved at his emergence as the party’s Presidential flag bearer. 

Sources hinted Pointblanknews.com that soon after the convention was over, former President Olusegun Obasanjo met with president Jonathan and a few other associates and members of the PDP on how to reconcile with Atiku, Babangida and other top northern leaders.

Sources privy to the meeting confirmed to pointblanknews.com that at the end of the brief meeting, President Jonathan called for a larger meeting which started today at the Presidential Villa, Abuja. The meeting, according to a source had several Governors loyal to the President in attendance as well as other top PDP members and reconciliation process was agreed to begin immediately. 

Confirming the development ot Pointblanknews.com, Special Adviser to the President on Media and Publicity, Mr. Ima Niboro, told Pointblanknews.com that the president is desirous of reconciling with every aggrieved members of the party. He said President Jonathan considered his victory at the just concluded PDP convention as a “no victor, no vanquished.” 

According to Niboro, “the process has already begun. The President is reaching out, aiming to heal wounds from the sometimes bruising campaign for the primaries. 

He added “of course there will be series of meetings, and we hope that at the end of it all, we would have united everyone for the contest ahead. For us, there is no victor, no vanquished.”


Voters’ Registration Begins Today

THE long-awaited voters’ registration may run smoothly nationwide going by the assurances of the Independent National Election Commission (INEC) yesterday that it was fully prepared for the exercise in all states of the federation.
In Anambra State, the Resident Electoral Commissioner (REC) Prof. Chukwuemeka Onukaogu, said the commission’s officials and materials had been adequately mobilized for the scheme, which begins in all the 36 states of the federation and the Federal Capital Territory (FCT).

He therefore urged Nigerians to turn out en mass for the two-week exercise.

But a human rights group, Intersociety based in Awka, Anambra State, has expressed worry over INEC’s ability to conclude the registeration of over 70 million Nigerians within the stipulated time.
In a letter to INEC Chairman, Prof. Attahiru Jega, Chairman Board of Directors of Intersociety, Emeka Umeagbalasi said eligible Nigerian voters needed a lot of basic information on the project, which he alleged was still shrouded in secrecy. He listed such vital information as where to register, time for the commencement of the exercise and the time it will end each day, patterns for the registration, the types of card(s) to be issued among others.

When he led his team to the Anambra Government House yesterday, Onukaogu said INEC had embarked on a tour of the state to create awareness on the scheme.
He therefore charged all stakeholders especially those of voting to participate in the registration.
The Deputy Governor, Emeka Sibeudu, who represented Governor Peter Obi at the parley, said the state government had mobilized resources to assist INEC to conduct a free, fair and credible election in the country in April this year.
Obi said: “Government has continued with mass sensitization of the public on the need to participate actively in the registration exercise in the forthcoming election,” and urged the electorate to vote for the candidates of their choice.

Umeagbalasi, however, lamented that Nigerians were yet to know the extent of security arrangements so far made by INEC to ensure that politicians do not hijack the entire process.
In Jigawa State, INEC has received 3,174 Direct Data Capturing Machines (DDCMs) of the 3,527 meant for the exercise.
The public affairs, political parties, monitoring and liaison officers of the electoral body in the state, Alhaji Sirajo Usman Kore indicated yesterday that the remaining 353 machines would arrive in the state.
He explained that the state has 3,527 polling units and each will be allocated one DDC machine for the conduct of the registration exercise.

Kore said the commission would engage 7,341 ad-hoc personnel comprising of assistant registration officers, two per polling unit bringing the total to 7,054.
He added that 287 Registration Area Centre Officers (RACOS) would be recruited to oversee 287 registration centres in the state, with each centre manned by an officer.
Meanwhile, the Allied Congress Party of Nigeria (ACPN) governorship candidate in Kwara State, Senator Gbemi Rukayat Saraki has urged indigenes of the state to participate in the voter registration.
Saraki also appealed to them to exercise their fundamental right to vote for their preferred candidates because it is sacred and sacrosanct.

“The survival of democracy and indeed our nation’s growth will depend on each individual being able to express their voting rights without intimidation or disenfranchisement,” she said, even as she reminds the people of Kwaran that the ACPN is the true symbol of peace, people and democracy.
In a statement in Ilorin, Saraki said the only way the people can bring development they have been yearning for to their communities is by being proactive in the electoral process.

According to her, the coming elections can only be successful if people participate actively.? She warned that failure to register during the exercise means that the people will have disenfranchised themselves.
The INEC Resident Electoral Commissioner, Mr. Habu Zarma, has said the commission in Plateau State has received 2,368 DDC machines instead of the needed 2,631.

At a press conference in Jos, Zarma said that the remaining ones were on the way, adding that INEC officials were ready to work from the time the machines arrive to take them to the units that need them before the exercise takes off this morning.

He said the needed 2,631 machines are the  equivalent of the number of registration units in the state, adding that the commission will install one in each of the centres to be  manned by a registration centre officer (RECO).

On security challenges in the state, Zarma told journalists that the commission had met with heads of the security agencies, the Special Task Force (STF), the Police, the State Security Services (SSS), the Civil Defence and the Immigration and Road Safety Commission to ensure the safety of its materials and personnel

The Edo State office of INEC has also received 1,731 machines for the exercise. But the number is less by 1,000 for the number required to cover the estimated 2,269 polling units in the 192 wards of the state.
The state Resident Electoral Commissioner, Dr. Rose Oboforibo, who stated this yesterday in Benin City, however said her office had configured all the machines to fit with the registration/polling units in specific local councils Oboforibo also yesterday inaugurated the Edo State Inter-Agency Consultative Committee on Election Security, which she said would harmonize the efforts of all security agencies to ensure free, fair and credible general elections in April this year.


Nollywood Actor’s Kidnapped Wife, Son Regain Freedom

TEN days after they were kidnapped, the wife and one-year-old child of Nollywood star actor, John Okafor, popularly known as Mr. Ibu, have been released.
Okafor, who addressed a press conference in Enugu yesterday, could not hide his joy with the re-union with his family just as he told whoever cared to know that “today (yesterday) is my own New Year celebrations.”
 
 The actor who narrated how his wife and child alongside a brother and sister in-law living with him were taken captive on January 4, said what he has passed through could only be imagined. “And I will not wish anybody to experience same in his life time. I passed through hell; infact, when I first got the story, I lost all networks in my head,” he said.
 
He explained all the four members of his family were initially whisked away before his two in-laws were later abandoned in his wife’s car along the Enugu/Port-Harcourt expressway.
Okafor disclosed that ransom was paid before they were released but declined to reveal how much he parted. He however noted that the initial ransom of N50 million was outrageous and he told the abductors he could not afford it.
 
“Even when they came down to N6 million I told them I didn’t have it, that if they can provide buyers I could sell one of the local airports to raise the fund. They cajoled me asking if all this Ibu I answer is an empty one,” he said. The actor said he was able to raise the money through some of his friends.

Jonathan: Atiku alleges lapses

The political camp of Alhaji Atiku Abubakar has alleged lapses in Thursday’s presidential primaries of the PDP, quoting his agents at the collation of the result.
The agents, it said, therefore “declined to sign the final result on account” of the lapses, with former President Olusegun Obasanjo taunting his former deputy yesterday just hours after the PDP national convention.
“I am laughing, Chief Obasanjo said, as reporters sought his reaction to the outcome of the primaries.

It was variation of the “I dey laugh” statement he made on November 25 last year shortly after Alhaji Atiku emerged as the Northern consensus candidate.
Already, Nigerians have been congratulating the President on his victory while others have been giving their opinions on the event.

Atiku committed to democratic process, rule of law

 

The Atiku Campaign Organisation in a statement in Abuja said: “Former Vice President Atiku Abubakar has assured that he remains irrevocably committed to democratic Nigeria based on democratic process.

“The former Vice President is committed to entrenching democratic governance, rule of law and democratic process.The former Vice President has commenced consultations with his supporters and other stakeholders and will be making a pronouncement on the Peoples Democratic Party (PDP) presidential primaries.

“Part of his consultations will include briefing by his agents who declined to sign the final results on account of lapses observed during the Thursday primaries.
“The outcome of these consultations will determine the next line of action of the former Vice President.

“Atiku, however, thanked the PDP for the platform it has provided for the contest, delegates, supporters, campaign staff and well wishers for their support so far.
“The Atiku Campaign Organisation assured all of them that the former Vice President still has a lot to offer and that this is not the time to write him off.

South-East governors congratulate Jonathan

The South_East Governors have congratulated President Goodluck Jonathan, on his emergence as the PDP candidate in the April election.

Speaking on behalf of the South_East Governors’ Forum, Gov. Peter Obi, who is the Chairman of the Forum and Deputy Chairman of the Governors Forum, said the South East Governors had always worked unanimously for the re_election of President Jonathan and would not relent until he was elected.

The Governor assured the President of the continued support of the region and thanked the PDP for electing him in an election that was transparent.
“The essential lesson from the Convention is the need to reduce post_election acrimony by allowing the election to be free and fair,” he said.

Governor Liyel Imoke of Cross River State in his message said: Dr. Jonathan’s emergence as PDP presidential flag bearer was a clear indication that the PDP was ready to enthrone a leader that will transform Nigeria to greatness.

Governor Imoke who is the South_South Zonal coordinator of the Goodluck/Sambo campaign organization said the time had come for the various platforms in the party to close ranks and build a team towards, winning the presidential election in April this year.
Thanking the delegates for their orderly conduct at the primaries he implored the South_South delegates to sustain the spirit of oneness exhibited at the party convention.
Governor Adebayio Alao-Akala of Oyo State said: “By the resounding success of the Presidential Primaries, the ruling party has set the best possible standing in efficiency and transparency and the emergence of Jonathan and the statistical manner of his victory has evolved an electoral pattern that will be impossible to beat in April. Capturing the South West so convincingly, making mince meat of Atiku in his home State Adamawa, and strategic states like Katsina, Abia, Imo, Edo among others, are strong indications that the Jonathan/Sambo ticket is on electoral prowl.

Governor Timipre Sylva of Bayelsa State said, “the verdict of the special PDP convention clearly represents the national consensus we all have been seeking.
“Having achieved this momentous national agreement, I urge all Nigerians to follow it through by coming out en masse in April to vote President Jonathan and his running mate, Vice President Mohammed Namadi Sambo. This is a task we must accomplish for we cannot afford to stop this great national movement halfway.”

Former vice president, Alhaji Atiku Abubakar, has said that he is currently consulting with his supporters, associates, stakeholders and others over the presidential primary election of the Peoples Democratic Party (PDP, which he lost in the early hours of yesterday.

This is coming at a time he gave assurance that he remains irrevocably committed to democratic Nigeria based on democratic process. Speaking through a statement by the Atiku Campaign Organisation in Abuja yesterday, the former vice president said that after receiving briefing from his agents at the national convention, he would make public his next line of action.


The campaign organisation, which said that Atiku’s agents did not sign the final result of the presidential primaries of the PDP, owing to some observed lapses, said the former vice president was committed to entrenching democratic governance, rule of law and democratic process.


Atiku thanked the PDP for the platform it has provided for the contest, delegates, supporters, campaign staff and well-wishers for their support so far. The Atiku Campaign Organisation assured all of them that the former vice president still has a lot to offer and that this is not the time to write him off.
